Has anyone heard about a class action lawsuit being filed against the City Of Cleveland's Water Division?

I sold a property 9/2/2009 and it took the Cleveland Division of Water 4 months to send me a final bill. After numerous calls and long wait times, I finally got the explanation that the new owner called to change the water over but it was in the "old" system. The "new" system is still adjusting the bill. The bill is STILL in my name today and they have since sent me 3 bills in the past month.
12/29/2009-$611.50
12/29/2009-$516.98
2/3/2010-$901.37
There is no way the water spiked this high on a VACANT house. I have tried to call numerous times to have this corrected but it seems like it is only getting worst! I still don't have an accurate final bill.

I have just received a water bill in the amount of $804 and change. I live alone and work full time and am therefore out of the house most of the time and not using any water. It's winter and I'm not sprinkling. This is lunacy! Is there an advocacy person or organization to help me with this situation? This is after receiving a $147 bill last quarter (already over double my usual bill) -- which I complained about was told to install a new meter inside and outside. And now this? I'm so angry! And I see months of long telephone waits, unresolved conversations, hearings??!! and time wasted on something that obviously is in error.
